High-Level Committee Formed to Review Karachi’s E-Challan System

 

A high-level committee has been constituted to conduct a comprehensive review of the E-Challan system in Karachi, aimed at improving efficiency, transparency, and public convenience. Sindh Home Minister Zia-ul-Hassan Lanjar has been appointed as the chairman of the committee.

The committee includes opposition leaders from the Sindh Assembly belonging to Muttahida Qaumi Movement–Pakistan (MQM-P), including Ali Khurshidi and other provincial assembly members. Senior police officials, Additional Inspector General (AIG) Karachi Javed Alam Odho and Deputy Inspector General (DIG) Traffic Pir Muhammad Shah, have been appointed as secretaries, while the secretaries of the Home and Law Departments will also serve as members.

The body has been tasked with reviewing traffic fine policies, identifying gaps, and preparing recommendations to make the E-Challan system more effective and user-friendly. It will also carry out a detailed analysis of the system that was introduced earlier in 2025.

Earlier, it was revealed that Karachi police collected PKR 25 million through the E-Challan system. This was disclosed during a meeting chaired by IG Sindh Ghulam Nabi Memon, where the performance and potential expansion of the cashless e-ticketing system were reviewed.

During the briefing by the DIG Traffic, it was noted that over 23,000 citizens have visited facilitation centers since the system’s launch. Fewer than 200 citizens challenged their e-challans, while around 90 percent of issued e-challans were waived. Overall, fines amounting to PKR 25 million were collected from approximately 4,000 challans.

Authorities also announced that the next phase will focus on curbing parking violations through both ground and aerial surveillance. Cameras, scanners, and drones installed on traffic police vehicles will issue e-tickets to vehicles parked in no-parking zones. Divisional DIGs have already submitted reports regarding camera installations in their respective districts.

IG Sindh stated that the cashless E-Challan system has been widely welcomed by the public, improved compliance with traffic laws, and significantly reduced complaints related to unnecessary travel delays. He added that under the new Motor Vehicle Act, facilitation centers will be established across all districts, and the benefits of this modern technology will be extended to other cities of Sindh.
