Sindh Cabinet Approves New Pension Scheme for Government Employees


The Sindh cabinet has approved a new pension scheme for provincial government employees, along with a series of key administrative and development-related decisions, during a meeting chaired by Chief Minister Murad Ali Shah.


According to the chief minister’s spokesperson, the newly approved pension scheme will be applicable to government employees recruited on or after July 1, 2024. Under the scheme, the Sindh finance department will enter into agreements with pension fund managers registered with the Securities and Exchange Commission of Pakistan (SECP).


The pension funds will be managed through four sub-funds, including money market, debt, equity index and equity funds. The cabinet was informed that employees will receive insurance coverage of Rs1 million in cases of natural death or disability, while Rs2 million will be provided in the event of accidental death. The insurance amount will be increased annually by 10 per cent.

The cabinet also approved a two-year extension for Sindh Revenue Board (SRB) Chairman Dr Waseem Memon, extending his tenure from December 2025 to 2027. The extension was granted in recognition of his performance, with Chief Minister Murad Ali Shah stating that revenue collection increased by 140 per cent during Dr Memon’s tenure.


In another major decision, the cabinet approved the purchase of a historic building on MA Jinnah Road for the establishment of a Sindh IT Tower. The Habib Insurance Company/HBL Foreign Exchange building has been selected for the project. After detailed review, including ownership verification and price determination by the Board of Revenue, the total cost of the building was set at Rs1.5 billion, which received final approval.


The chief minister said the IT Tower would serve as a hub for digital innovation, incubation, training, and provincial government IT operations, contributing to the digital transformation of Sindh.


The cabinet also approved the appointment of three judicial members to the Human Rights Commission, including Iqbal Hussain Maitlo, Anand Ram and Ahmed Luqman Memon.


Additionally, the cabinet discussed and approved amendments to the Thar Coal and Energy Board Act, endorsing the Thar Coal and Energy Board (Amendment) Bill 2025. It was decided to align the Thar Coal Tariff Determination Rules 2014 with national regulatory standards and forward the bill to the Sindh Assembly.


Chief Minister Murad Ali Shah said the amendments would strengthen the regulatory role of the Thar Coal and Energy Board, improve transparency, and enhance procedures related to the appointment and tenure of the managing director, following thorough legal scrutiny.
