Karachi Residents Confused Over Heavy E-Challan Fines

Vehicle owners in Karachi are raising concerns over e-challan fines despite complying with safety measures like seat belts and helmets.


The city launched its e-challan system on October 27, initially causing fines for many motorists due to lack of awareness. Once citizens were informed, motorcyclists began wearing helmets and car drivers fastened seat belts.


However, even those following these rules are reportedly receiving hefty fines at their homes, leaving residents puzzled about what violations they are being penalized for.


Speaking to ARY News, DIG Traffic Peer Muhammad Shah clarified the rules, offering guidance to motorists. He stated that when two people are riding a motorcycle, both must wear helmets. Fines will be issued if the passenger is not wearing one.


Similarly, in cars, if there are two occupants in the front seats, both the driver and the front-seat passenger must wear seat belts. Non-compliance by any front-seat passenger can result in an e-challan.


DIG Shah also advised online ride-hailing drivers to carry extra helmets for passengers to avoid penalties. “Even ride-hailing drivers can be fined if passengers don’t wear helmets,” he emphasized.


Authorities stress that the e-challan system aims to enhance road safety, but confusion persists among citizens regarding enforcement. Officials urge motorists to strictly follow the rules to avoid fines.


The city continues its e-challan enforcement, but residents are calling for clearer communication and guidance to prevent unjust penalties.
