The Joint Parliamentary Committee on Law and Justice, comprising members from both the Senate and National Assembly, has approved the complete draft of the proposed 27th Constitutional Amendment, passing 49 clauses one by one.
The session, chaired by Senators Farooq H. Naek and Mehmood Bashir Virk, was attended by Senator Tahir Khalil Sindhu, Senator Hidayatullah, Senator Shahadat Awan, Senator Zamir Hussain Ghumro, Ali Haider Gilani, Saira Afzal Tarar, Bilal Azhar Kayani, Syed Naveed Qamar, and Abrar Shah. Senior officials, including Law Secretary Raja Naeem Akbar, were also present.
However, opposition parties including PTI, JUI-F, PKMAP, and MWM boycotted the meeting. Members of the committee expressed regret over the opposition’s absence, calling it “deeply unfortunate” and noting that opposition parties were deliberately distancing themselves from the constitutional process.
According to sources, the committee has finalized the entire draft of the amendment and will present it in Parliament tomorrow. Meanwhile, the coalition parties’ proposed amendments will be reviewed again in the next session.
The Awami National Party (ANP) raised objections to the 27th Amendment, specifically suggesting a change to the name of Khyber Pakhtunkhwa. The government has requested additional time to consider this proposal, as well as ANP’s recommendation to increase the number of provincial assembly seats in Balochistan.
Further, the committee approved amendments to Article 243 of the Constitution after detailed discussions. It also endorsed the establishment of constitutional courts.
A new provision was approved to extend the time limit for pending cases from six months to one year. If a case remains inactive for a year, it will be considered resolved.
The 27th Amendment Bill, already cleared by the federal cabinet, is expected to be tabled in Parliament tomorrow for further debate and approval.
