Investigation Exposes Karachi Extortion Network Operated From Inside Jail

An investigation by the Special Investigation Unit (SIU) has uncovered a well-organized extortion network operating in Karachi, revealing strong links between jailed criminals and their outside operatives.


According to SIU findings, the investigation into arrested extortionists Jawad alias Waja, Shahzeb, and Rehan has been completed, detailing how the group planned, coordinated, and executed extortion activities across multiple areas of the city.


Investigators revealed that the network became active in 2022, when criminals who had previously been jailed allegedly reconnected with associates after their release. The group then resumed organized extortion, intimidation, and illegal financial collection from targeted victims.


During interrogation, Jawad alias Waja disclosed that he met a notorious extortionist, Samad Kathiawari, while imprisoned. Authorities said this meeting laid the groundwork for the formation of the extortion network, with initial planning and contacts established behind bars.


The investigation further found that after their release, members resumed meetings outside jail in 2022, reorganizing the group, assigning operational roles, and expanding extortion activities across Karachi. Jawad reportedly used his previous work in mobile phone trading and cosmetic-related businesses to blend into markets and identify potential targets.


Shahzeb told investigators that his past work in car showrooms gave him access to business details and financial patterns. He admitted to sharing information about showroom owners, vehicles, and routines with network leaders, helping facilitate threats and extortion demands. On Jawad’s instructions, Rehan allegedly provided young men and SIM cards for making threatening calls.


Investigators said shooters and callers involved in intimidation were allegedly paid between Rs50,000 and Rs100,000 per operation, depending on the severity of threats. Jawad and Shahzeb were arrested from Qadri House during a targeted operation, while further investigations are ongoing to identify facilitators, financiers, and additional members of the network.
