The National Assembly of Pakistan has approved the 27th Constitutional Amendment along with the Army Act 2025, introducing major structural changes within the country’s armed forces, including the creation of a new position titled Chief of Defence Forces.
According to the newly approved Army Act, the Chief of Army Staff (COAS) will now also serve as the Chief of Defence Forces, and a new notification will be issued to formalize this designation. Once this notification takes effect, the Army Chief’s tenure will restart from that date.
The legislation states that the Chief of Defence Forces will oversee the restructuring and integration of all branches of the Pakistan Armed Forces. Additionally, the Prime Minister, upon the Chief’s recommendation, will appoint the Commander of the National Strategic Command, whose tenure will be three years, with the possibility of a renewal for another three years.
A key provision of the amendment declares that, effective November 27, the position of Chairman Joint Chiefs of Staff Committee will be abolished.
Law Minister Azam Nazeer Tarar explained that the Army Chief, in his new capacity as Chief of Defence Forces, will hold office for five years. The appointment, he clarified, will commence from the date of formal notification issued by the government.
Furthermore, the National Assembly also passed the Pakistan Air Force Act 2025, which removes all references to the Chairman Joint Chiefs of Staff Committee from the PAF’s legal framework, aligning it with the new defence structure.
This marks one of the most significant reorganizations in Pakistan’s military command system in decades, aiming to centralize authority under a unified defence leadership model.
